About NAPDOL
The National Association of Public Defenders of Liberia (NAPDOL) supports and strengthens public defense services under the Judiciary of Liberia, ensuring access to justice and protection of constitutional rights for all citizens.
Brief History
The judiciary plays an important role in stabilizing the balance of power within government and in enhancing public confidence in the government. The right to a competent, independent, and impartial tribunal is articulated in the Universal Declaration of Human Rights (Article 10) and the International Covenant on Civil and Political Rights (Article 14), as well as in regional treaties and conventions. Recognizing the essential role played by a competent, independent, and impartial judiciary in the protection of human rights and fundamental freedoms, in 1985, the seventh United Nations Congress on the Prevention of Crime and Treatment of Offenders adopted, and the General Assembly endorsed, the Basic Principles on the Independence of the Judiciary. These principles are to be “taken into account and respected by Governments within the framework of their national legislation and practice and be brought to the attention of judges, lawyers, members of the executive and the legislature, and the public in general.”

Who We Are
The Public Defense Program operates under the authority of the Supreme Court of Liberia and is administered through the Public Defenders' Office. Public Defenders are assigned to courts across the country and provide legal aid and defense services to individuals who lack the means to hire private counsel. The program ensures compliance with constitutional protections and international standards on the right to legal representation.
What We Do
- Represent indigent persons charged with felonies, misdemeanors, and traffic offenses where incarceration may be imposed.
- Provide legal defense to juveniles in delinquency proceedings and to parents and children in abuse and neglect cases.
- Represent indigent persons in paternity actions and involuntary mental health commitment proceedings.
- Conduct court arraignments and make bond applications on behalf of accused persons.
- Work closely with social service agencies, including the Ministry of Gender, Children and Social Protection.
- Promote legal education, legal awareness, and access to justice initiatives.
Our Commitment to Justice
The Judiciary's Public Defense Program guarantees access to legal defense and legal aid as defined under United Nations General Assembly Resolution 67/187. Legal aid includes legal advice, assistance, and representation for persons arrested, detained, accused, or charged with criminal offenses.
